Testimonials

"Halo provided us present, caring, and knowledgeable consultants with a presence of compassion who offered expert advice during a very difficult time. Their support was instrumental in coordinating essential services and establishing systems of support for our students, staff, and community. Thanks to their efforts, we emerged stronger than before, with lasting systems that continue to benefit us today. Beyond their role as consultants, they became a part of our educational family, staying connected and continuing to offer caring support over the years."

Mary Sakuma, Butte County Superintendent

"Following the devastating impacts of Hurricane Harvey, Halo’s Dr. C.J. Huff provided effective, experienced, and compassionate support to the superintendents and education leaders in the Houston region. With over 1.2 million students, as well as school staff, and dozens of severely impacted communities his expertise and focus on not only response but recovery and growth were invaluable. I have the utmost respect for C.J. and called on him frequently as I dealt with additional crises in the years that followed."

Pam Wells, Ed.D., Executive Director Region 4 Education Service Center

"During a devastating wildfire that impacted our entire county, we were fortunate enough to have C.J. Huff as a consultant from the Halo team. As a former Superintendent who had navigated emergencies and disasters himself, C.J. brought valuable understanding and firsthand experience."

Michele Zevely, Butte County Assistant Superintendent

Response and Recovery Technical Assistance

When institutions like schools, universities, health care systems, and businesses experience a loss, they often find they have failed to carry appropriate insurance coverage, sometimes even in cases where additional coverage was available. Even in cases where an organization is well insured, there are many nuances in the insurance field that can result in unclaimed losses. This can leave desperately needed money on the table rather than directing it toward recovery and rebuilding. Insurers, like most businesses, are driven by the bottom line, so it is important to remember that it is in the financial interest of the carrier to settle with your organization for less than what is owed to you. Whether you have experienced a loss or disaster or simply want your policy reviewed just in case, the HaloRRS team is here to support you. With more than 100 years of combined insurance advocacy experience, our team and strategic partners offer comprehensive services. We can help your organization understand coverage limits prior to a disaster, and in the event a crisis befalls you, we can represent your organization to manage the losses, maximize your claim, and minimize the impact on your organization’s ability to restart operations.

Insurance Consultation and Advocacy

There is nothing more disruptive to operations than a facility becoming unsafe or unusable. After a disaster, schools, agencies, businesses, and other organizations often compete for temporary space to restart operations and bring employees back to work. For large institutions like university and health care systems, this can be extremely challenging. HaloRRS and its partners have decades of experience designing and deploying high-quality temporary facilities that are safe, durable, and functionally appropriate to an organization’s needs. From classrooms to cafeterias, tornado safe rooms to storage facilities, doctor’s offices to surgical centers, all the way up to the design and deployment of an entire campus, we possess the ability to meet your needs quickly, affordably, and efficiently. In the wake of disaster, we make sure you have the safe, comfortable, and functional facilities you need to continue operations.

Communication can make or break an organization’s crisis response and recovery efforts. Open, honest, and transparent communication is essential to becoming a trusted resource for accurate and timely information. Communication must be effective both inside your organization and externally with the public. This simple fact is relevant before a crisis, but during and after a crisis, ineffective communication can create secondary crises of its own. The team at HaloRRS understands the importance of effective communication and has the technical expertise required to deliver it. With more than 25 years of experience providing crisis communication management services in the public and private sectors, we can develop and implement proven communication strategies in your organization to prepare for, respond to, and recover from the most challenging human-caused, natural, or technological disasters.

Crisis Communications

The Federal Emergency Management Agency (FEMA) is the first federal agency on the scene after a presidentially declared disaster. Although FEMA and its partner agencies bring knowledge, increased capabilities, and support, these government agencies also pose operational challenges to organizational leaders of affected communities. Trying to understand and comply with government terminology, rules, and regulations can be difficult and discouraging. Even when funding opportunities are available, accessing government resources requires technical expertise and capabilities that are often beyond the capacity of locally impacted organizations. This can frustrate community leaders at the worst time and create undue stress on frontline staff who, in addition to their normal responsibilities, are suddenly required to be experts on the ins and outs of FEMA relief. The risk of missing funding opportunities is serious, and there is the added danger that FEMA might de-obligate funding if an “I” is not dotted or a “t” is not crossed. Thus, creating unexpected financial hardships for communities already struggling to rebuild and recover. The HaloRRS team includes FEMA subject matter experts who can walk alongside you during your organization’s long-term recovery journey to alleviate stress and mitigate financial risks. Our team of FEMA experts provide consistent and reliable support during the many staffing transitions you will experience throughout the course of a FEMA-aided recovery. This includes documentation and logging of FEMA-eligible projects via the FEMA Grants Portal, attending FEMA meetings, providing technical assistance and guidance, and advocating to ensure you receive the support and financial assistance your community deserves from day one until FEMA project closeout.

FEMA Technical Assistance

Grant writing is both an art and a science. Matching your funding needs to the right funding opportunity is key, but finding the right match is only 10% of the challenge. The other 90% is making a strong case to funders while keeping in mind the fact that many other grant writers are pursuing the same funding. Consistently successful grant writers find the right match, build a relationship with the funder, and get the funder’s attention with a well-written grant application. Whether you are seeking additional funding on a “blue sky” day or need funds for recovery after a disaster has occurred, having a competent and organized grant writing team with a track record of success in your corner is essential. The professional grant writers at HaloRRS have secured more than $100 million in grants through government agencies, private foundations, corporations, and individual donors. Our team will help you find the right sources of funding for the projects, programs, and strategies you need to implement to achieve the mission of your organization.

Across the country, education systems, faith-based organizations, businesses, and nonprofits have been forced to prepare for previously unthinkable human-caused, natural, and technological disasters. Preparedness is the key to protecting your organization from cyberattacks, mass shooter events, and natural disasters, but preparedness requires technical expertise and lived experiences that cannot be taught in a classroom or webinar. The HaloRRS team’s nationally recognized safety professionals and partner organizations bring unique experiences, training, and subject matter expertise to meet the health, wellness, and safety planning needs of your organization. Whether you need training on behavioral threat assessment, plans for evacuation and reunification, or a full safety audit, our team is ready to provide you with the services and support you need to protect your organization, your staff, and your clients.
